For vehicles over 160 hp, the recycling fee jumps to 750,000+ RUB, pushing the total well above 60% of CIF. For example, a $25,000 CIF SUV with a 2.0L engine (>160 hp): customs duty ~$3,750 (15% ad valorem), VAT ~$6,325 (22% of $28,750), recycling fee ~$8,500+ (~750,000 RUB commercial rate), total tax ~$18,575 (~74% of CIF). For the same vehicle under 160 hp: recycling fee drops to ~$40 (3,400 RUB), total tax ~$10,115 (~40% of CIF).
The December 2025 reform introduced a power-based coefficient for the recycling fee (utilizatsionny sbor), fundamentally changing the economics of vehicle imports to Russia. Key changes: vehicles ≤ 160 hp AND ≤ 3.0L engine qualify for preferential personal-use rates (3,400 RUB for new, 5,200 RUB for >3 years old); vehicles exceeding 160 hp are charged at commercial rates (750,000–2,668,000 RUB depending on power range); EVs and hybrids with >80 kW (>109 hp) also lose preferential rates; the fee is indexed annually at 10–20% through 2030. This reform has dramatically impacted the popular large-engine SUV segment. For example, a Haval Jolion (143 hp) pays ~3,400 RUB, while a Chery Tiggo 8 Pro with a 197 hp engine pays ~794,000 RUB — over 200 times more. If you import a vehicle for personal use and resell it within 12 months, the ФТС will reassess the recycling fee at commercial rates.
ERA-GLONASS is Russia's state emergency response system, functionally equivalent to the EU's eCall system. It automatically contacts emergency services in the event of a collision using satellite navigation (GLONASS) and cellular networks. Since April 1, 2026, ERA-GLONASS is mandatory for all vehicles imported into Russia — including individual imports (the previous moratorium under Decree No. 855 has been lifted). Requirements include: the system must be certified to Russian GOST 33470 standards (EU eCall T-Box cannot pass Russian certification directly), must support Remote SIM Provisioning (RSP) for eSIM, must be installed by an authorised Russian installer with a certified vehicle-specific kit. Installation cost: ~15,000–30,000 RUB including hardware, activation, and certification. Without ERA-GLONASS, ГИБДД will refuse vehicle registration and the vehicle cannot be operated on public roads. SBKTS (Свидетельство о безопасности конструкции транспортного средства — Single Vehicle Safety Certificate) is for individual or small-batch vehicle imports. It certifies that a specific vehicle meets TR CU 018/2011 safety requirements. Cost: ~20,000–45,000 RUB. Processing time: 3–7 days. Required before EPTS can be issued. OTTS (Одобрение типа транспортного средства — Vehicle Type Approval) is for series production imports — the full EAEU type approval process. It is valid for up to 3 years for serial production or indefinitely for a specific batch. Requires full testing: braking, emissions, noise, lighting, electromagnetic compatibility, safety systems. Cost: starting from ~141,000 RUB. Processing time: 2–3 months. Requires a WMI Certificate (World Manufacturer Identifier) first. OTTS is the preferred route for commercial importers bringing multiple vehicles of the same model. SBKTS is suitable for individual imports or small lots. Chinese manufacturers with EAEU type approval (Haval, Chery, Geely) have factory OTTS — their vehicles can be registered with just the COC equivalent.
Russia does not have an absolute age ban on used vehicle imports, but the duty structure strongly discourages older vehicles. Vehicles under 3 years old qualify for the ad valorem (15%) or specific rate calculation (whichever is higher). Vehicles 3–7 years old pay fixed specific rates per cc (€1.5–€3.6/cc depending on engine size). Vehicles over 7 years old pay even higher specific rates (€3.0–€5.7/cc). In practice, most importers bring vehicles under 5 years old because: the specific rates for older vehicles add 40–80% more duty; older vehicles may struggle with Euro 5 emissions compliance (minimum for Russia); and the practical maximum is around 5 years for cost-effective import. For example, a 2.0L petrol vehicle valued at $20,000 CIF: under 3 years pays ~$3,000 duty (15% ad valorem); at 3–7 years pays €2.7/cc × 2,000cc = €5,400 (~$5,900) — nearly double.
Until April 2026, importers could clear vehicles through EAEU member states with lower duty rates — primarily Kyrgyzstan, Kazakhstan, and Armenia — and then transport them to Russia for registration. These countries had lower customs duties, recycling fees, and VAT rates than Russia, creating a significant cost advantage. Vehicles imported through Kyrgyzstan, for example, faced approximately 30% lower total tax. Russia closed this loophole through an amendment to Resolution 1291, effective April 1, 2026. Now, any vehicle cleared in another EAEU country and subsequently registered in Russia must pay a "compensation" component covering the difference in customs duty, VAT, and excise between the EAEU rate and the Russian rate. This reform has removed the cost advantage of routing through Kyrgyzstan or Armenia and has standardised the effective tax burden across the EAEU for vehicles ultimately registered in Russia.

All foreign-language documents submitted to Russian authorities must be translated into Russian and notarised. Documents requiring translation include: the foreign trade contract between buyer and seller; the commercial invoice and purchase contract; the Certificate of Origin (CO); the export certificate or foreign title/registration document; the Bill of Lading or CMR rail waybill; and any Power of Attorney for the customs broker. The translation process: any competent translator may prepare the translation; the translator's signature must be certified by a Russian notary (the notary verifies only the translator's identity and signature, not the translation quality); for documents from China, they must first be apostilled in China, then translated and notarised in Russia.
