Common questions about exporting to Ukraine

For a petrol 2.0L, 5-year-old, EUR 10,000 CIF: duty EUR 1,000 (10%), excise EUR 500 (50×2.0×5), VAT EUR 2,300 (20% of 11,500), Pension Fund ~EUR 300-500. Total ~EUR 4,100-4,300 (~41-43% of CIF). For an EV same CIF: duty EUR 0, excise ~EUR 60 (60kWh×1), VAT EUR 2,012 (20% of 10,060), no Pension Fund. Total ~EUR 2,072 (~20.7% of CIF).

Excise (aktsyz) = Base Rate × (Engine Volume in L) × Age Coefficient. Petrol ≤3000cc: EUR 50/L. Diesel ≤3500cc: EUR 75/L. Age coefficient = (current year - manufacture year + 1), capped at 15. Hybrids: EUR 100 flat × age. EVs: EUR 1 per kWh.

No hard age limit, but age coefficient in excise formula (capped at 15) makes older cars expensive. The practical maximum is ~15 years. New Euro 6 requirement for first registration (since Jan 2025) effectively limits pre-2015/2016 petrol cars. Average age of imported used cars in 2025 was ~8-9 years.

Yes. EVs get 0% customs duty (permanent), minimal excise (EUR 1/kWh), no Pension Fund fee, and no transport/luxury tax. However, VAT exemption expired Jan 2026 — 20% VAT now applies. EV imports collapsed ~95% in January 2026 after the VAT exemption ended.
