Three main taxes apply: (1) Customs duty — banded by engine displacement, typically modest compared to other countries in the region; (2) Excise tax — calculated per cubic centimetre of engine displacement, with higher rates for larger engines and age multipliers for cars over 7 years old; (3) VAT — 18% on the CIF value plus customs duty. For EVs under 3 years old, both customs duty and VAT are waived entirely. A customs processing fee of approximately $150 and road tax also apply. Total standard import cost typically ranges from 25% to 45% of the CIF value depending on engine size and age.

Excise tax is calculated based on engine displacement measured in cubic centimetres. For engines up to 2,000cc, the rate is 0.30 AZN per cc. For 2,001–3,000cc, it's 600 AZN plus 5 AZN per cc above 2,000cc. For 3,001–4,000cc (cars over 3 years old), it's 5,600 AZN plus 15 AZN per cc above 3,000cc. For 4,001–5,000cc, it's 18,600 AZN plus 35 AZN per cc above 4,000cc. Over 5,000cc: 53,600 AZN plus 70 AZN per cc above 5,000cc. From January 1, 2026, cars over 7 years old apply a multiplier: 1.5× for petrol, 2.0× for diesel. 1 AZN ≈ 0.59 USD at current rates.

Yes — for EVs aged 3 years or younger at the time of customs clearance. Both customs duty (normally ~15% of CIF) and VAT (18%) are fully waived. Excise does not apply to electric powertrains. This means on a $50,000 EV you save roughly $9,000 in VAT plus the duty amount. The only remaining costs are the customs processing fee (~$150), road tax, broker fees, and registration. This is the strongest EV import incentive in the Caucasus region. However, the exemption phases out once the EV exceeds 3 years old — a 4-year-old EV pays standard duty + VAT. We recommend sourcing 2023 or newer models to maximise the benefit.

Cars over 10 years old are prohibited from permanent import into Azerbaijan. For cars between 7 and 10 years old, import is permitted but with a significant cost penalty — from January 1, 2026, the excise tax is multiplied by 1.5× for petrol engines and 2.0× for diesel engines. This means an 8-year-old petrol car pays 50% more excise than the same car at 6 years old, and a diesel of the same age pays double. Most importers find that sourcing vehicles under 7 years old produces the best value, since the excise multiplier doesn't apply and the total landed cost is substantially lower.

Azerbaijan's Single Window (Bir Pəncərə) is a unified customs and registration system where customs declaration, duty/VAT/excise payment, vehicle inspection, technical passport issuance, and provisional plate allocation all happen at one customs office in a single visit. The system replaced the older multi-agency process and typically cuts clearance time to 1–3 days for paperwork-complete vehicles. After the Single Window clearance, you have 10 calendar days to complete final registration with the State Traffic Police (Dövlət Yol Polisi) for permanent license plates. Customs brokers familiar with Baku port operate the Single Window flow daily and are strongly recommended for first-time importers.

No. Azerbaijan requires left-hand drive (LHD) vehicles only. Right-hand drive vehicles cannot be registered with the State Traffic Police and cannot be driven on Azerbaijani roads. All Chinese-manufactured vehicles are factory LHD, which is the standard for Azerbaijan. There are no conversion options — if the vehicle was manufactured as RHD, it cannot be imported for permanent use. This is different from some neighbouring markets where RHD conversions are occasionally accepted. All vehicles we export from China to Azerbaijan are factory LHD and fully compliant with local requirements.

After the Single Window clearance, you have 10 calendar days to complete final registration with the State Traffic Police (Dövlət Yol Polisi). You need: (1) customs clearance documents from Single Window, (2) the technical passport issued at clearance, (3) mandatory third-party liability insurance (İcbari Sığorta), (4) your passport and proof of address in Azerbaijan, (5) the vehicle itself for physical inspection. The Traffic Police issues permanent license plates and the final registration certificate. Missing the 10-day deadline triggers administrative fines and the vehicle cannot be driven on public roads until registration is completed.

Yes. Temporary import is available for foreign-plate vehicles staying in Azerbaijan for up to 90 days without a deposit, or up to 1 year with a financial guarantee (refunded on re-export). You pay road tax (Yol Vergisi) based on engine size and stay duration — from $15 for a small car for 1 month up to $120 + daily rate for a large car over 1 year. You also need compulsory border insurance. The car must be collected at the Meyvəli customs terminal near Baku (land borders are closed for passenger vehicle entry). The car cannot be sold in Azerbaijan and must be re-exported by the deadline. This is not suitable for permanent residence — if you plan to stay long-term, permanent import with full customs clearance is required.

BYD is the fastest-growing brand in Azerbaijan, driven by strong government support for EVs and hybrids — the Song Plus DM-i (hybrid) and Seal EV are top sellers. Chery maintains strong demand with the Tiggo 7 Pro and Tiggo 8 Pro for their value and feature sets. Changan's CS55 and CS75 are popular mid-size SUV choices among Baku dealers. Geely's Coolray and Monjaro are gaining traction. Across all brands, the key considerations for the Azerbaijani market are: petrol engines under 2,000cc (for lowest excise band), robust suspension for mixed road conditions, and strong air conditioning for Baku's hot summers. EVs are increasingly popular in Baku where the charging network is most developed.

While it is legally possible to clear customs yourself, a licensed customs broker (gömrük brokeri) is strongly recommended, especially for first-time importers. The broker handles: customs declaration filing in the electronic system, excise tax calculation based on engine displacement and age, duty and VAT payment, coordination of the Single Window clearance, and vehicle inspection scheduling. Broker fees in Baku typically range from $200 to $500 depending on the vehicle value. The broker fee is a small price for avoiding the costly mistakes — incorrect excise calculation, missing documents, or delayed registration — that can hold a vehicle at port for weeks.

A typical Azerbaijan timeline via rail: Day 1–3 — vehicle selection and deposit; Day 4–8 — vehicle procurement and 7-point inspection with photo/video report; Day 9–14 — documentation preparation (COC, commercial invoice, packing list, CO, export declaration); Day 15 — container loading and rail departure; Day 16–38 — rail transit through Kazakhstan to Baku (18–28 days); Day 39–44 — Single Window customs clearance (1–3 business days with a broker); Day 45 — vehicle ready for pickup at Baku terminal. Total: approximately 6–7 weeks from order to delivery. Via the sea-rail route through Aktau, add 7–10 days. Using RoRο via sea can reduce shipping costs but transit time is similar.
