Ghana enforces a 10-year maximum age limit for used vehicle imports, calculated from the year of manufacture — not the date of first registration. For vehicles arriving in 2026, this means the car must be a 2016 model year or newer to qualify for standard duty without overage penalties. A vehicle built in late 2015 but first registered in 2016 is treated as a 2015 model year by GRA and will incur penalties if imported in 2026. Vehicles that exceed the 10-year limit are not automatically refused; instead, they face tiered overage penalties (5–100% of CIF depending on how far they exceed the limit). However, the economics become prohibitive beyond 15 years, with total tax often exceeding the vehicle's value.
The Ghana Conformity Assessment Programme (G-CAP) is a mandatory pre-shipment inspection requirement for all vehicles imported into Ghana. An approved inspection agency — currently Bureau Veritas, SGS, and Intertek — must inspect the vehicle in the country of origin before the vessel departs. The inspection verifies: the vehicle's age and compliance with the 10-year limit, general condition and roadworthiness, conformity to Ghanaian technical standards (LHD, emissions), VIN and chassis number verification against title documents, and checks for theft or encumbrances. The G-CAP certificate is valid for approximately 90 days from the date of issue. A vehicle that arrives at Tema without a valid G-CAP certificate cannot complete the import process. No. Ghana drives on the right-hand side of the road and GRA strictly prohibits the import of Right-Hand Drive vehicles. This is a firm rule with no practical exemption pathway for standard imports. An RHD vehicle shipped to Tema will be refused entry regardless of its condition, value, or documentation quality. There is no legal pathway to convert an RHD vehicle to LHD and have it registered in Ghana. If you are sourcing a vehicle from China, all Chinese-market vehicles are LHD by default, so this is generally not an issue. However, if you are considering a vehicle from Japan, the UK, or Thailand, you must verify it is LHD before purchase. GRA also enforces that the steering wheel must be on the left side as originally manufactured — conversions are not accepted.
GRA does not simply use your purchase invoice. Instead, they apply a depreciation schedule to the original Manufacturer's Suggested Retail Price (MSRP) to arrive at the customs value: less than 6 months old: 0% depreciation (full MSRP); 6 months to 1.5 years: 15% depreciation; 1.5 to 2.5 years: 30% depreciation; 2.5 to 5 years: 40% depreciation; over 5 years: 50% depreciation (maximum). The depreciated value plus freight and insurance becomes the CIF value. GRA may also apply a reference or benchmark value if the declared purchase price appears significantly below market value for a given model and year. The Integrated Customs Management System (ICUMS) is Ghana's electronic single-window platform for all customs declarations. Every vehicle imported into Ghana must be declared through ICUMS, which handles: electronic submission of import declarations, vehicle classification and duty assessment (issuing the CCVR), payment of all duties, taxes, and levies, tracking of clearance status, and generation of release notes. ICUMS replaced the old GCMS system and is now the mandatory platform for all GRA customs transactions. Importers must register on the ICUMS portal and obtain user credentials. This is a significant saving — while a comparable petrol vehicle with a 1,500–2,000cc engine would attract 10% import duty, the EV pays nothing. However, EVs are still subject to VAT (15%), NHIL (2.5%), GETFund (2.5%), and other statutory levies, bringing the total tax burden to approximately 20–25% of CIF (versus 35–42% for a petrol equivalent). The vehicle must still: be LHD, meet the 10-year age limit, have a valid G-CAP certificate, and pass GRA inspection.
