Maximum 5 years from year of manufacture (Decree 5.103, March 2025 — this was a significant liberalisation). Before this decree, used imports were effectively banned except for returning residents. The decree now explicitly permits used vehicle imports up to 5 years old for individual importers. Maersk further restricts imports of 5+ year old vehicles through their shipping services. The age is calculated from the year of manufacture, not the model year. For example, a vehicle manufactured in 2022 can be imported in 2026 (4 years old) but not in 2028 (6 years old). SENCAMER (Servicio Autónomo Nacional de Normalización, Calidad, Metrología y Reglamentos Técnicos) is the Venezuelan national standards and technical regulations body. Importers must hold SENCAMER registration demonstrating compliance with COVENIN (Comisión Venezolana de Normas Industriales) technical standards for vehicles. Requirements include: proof that the vehicle model meets applicable COVENIN safety and emissions standards, registration of the importer in the SENCAMER registry, and submission of technical documentation including manufacturer specifications and test reports. This must be obtained in Venezuela before the vehicle's arrival. Failure to obtain SENCAMER certification can result in delays at customs, fines, or confiscation of the vehicle. The RL-9 (now referred to as a COMEX permit) is an import authorisation issued by COMEX (Comité de Comercio Exterior), managed through the online COMEX platform. It is required for over 200 HS codes including all motor vehicles. The permit must be obtained before shipping — you cannot apply after the vehicle is in transit. Processing time: approximately 25+ business days. Requirements include: company RIF (tax ID) or individual tax registration, proforma invoice from the exporter, SENCAMER registration, certificate of origin, and Sworn Declaration of Fund Origin. The RL-9 was historically a physical document but is now processed through the digital COMEX system. All documents submitted to SENIAT, INTT, and SENCAMER must be in Spanish. No. LHD only. Right-hand drive vehicles cannot be registered with INTT (Instituto Nacional de Transporte Terrestre) and therefore cannot be legally operated on Venezuelan roads. This is consistent with most Latin American countries. All vehicles imported to Venezuela must be left-hand drive. If you source a vehicle from a RHD market (Japan, Thailand, UK, Australia), it cannot be registered in Venezuela. Chinese domestic market vehicles are LHD (China drives on the right), so this is not an issue for vehicles sourced from China.
